I am looking at converting my H1 bulbs (dipped beam) to HID's, but have found a white bag filled with some sort of grit inside stuck to the housing. Does anyone know what this is?

Maybe one of them pouches to absorb moisture.
Headlight possibly had condensation at some point.

Drugs. Did you buy the car from someone a bit shady?

Seriously, it's silica gel to absorb moisture. Mines got them too...

I believe these bags were added during a recall?

Back in the mid-'80s a friend of mine bought a Vauxhall Ventura (actually a pretty cool car with a 3.3L straight 6 engine) and we soon found a block of what looked like cannabis resin behind a panel while installing speaker wiring. He actually took it to a police station and handed it in, only to be lengthily interviewed under caution! To be fair, the police did contact him a few weeks later to let him know that it had been confirmed to be a block of sound-deadening material...

The quickest and easiest way to solve this moisture in the headlight issue is to use silica bags as mentioned.
These silica bags absorb moisture which should be ideal.

I used 100gram bags which did the job and after 4 days all the moisture had disappeared.
The moisture has since not returned even to this day (it has been well over a year now)

Place i bought them from 100grams
    Good reliable seller too.
